Model and Exchange Requirements

This document contains a list of requirements that have been extracted from the Use Case descriptions.  Each requirement should represent either a general principle or specific feature that needs to be supported by a core observational data model or by an exchange specification for an observational model.  In addition, please link the requirement to the use cases from which the requirement was derived.
